The witness showed me Working in UPI, I'm on the public line the chairman of the route committee at the regional tourists club, and until 1959 the route commission was at the city committee of physical culture and sports.
The route, according to which a group of tourists was to be led by a student of the 5th year of the radio engineering faculty of UPI Dyatlov, was worked out by Dyatlov and members of the group. The district where this group was heading was known to the routing commission, since in the summer of 1957 or 1958 in that area was a group of the Ural State University, and in the winter of 1957-58. near the area was a group of tourists led by the very Dyatlov.
It was believed that in the area of Mount Oorten conditions meet the conditions of the Northern Urals in general. The grounds for not approving the route were not. Woodpeckers before going out several times consulted with me and Maslennikov.
The route commission from Dyatlova received a hike project and registration cards of the participants. From the cards it was evident that the participants of the hike had previously passed the route of the second category in the winter. This was enough to include them in the group. In addition, they all previously participated in several campaigns. According to the instructions, the group leader must pass the route of the third category of difficulty. Woodpeckers such a route passed through the circumpolar Urals. Woodpeckers had II sports category.
Thus, all participants of the hike had all the data in order to pass the route they had planned. The health of the participants in the campaign was not documented to us, for by the day of the approval of the route
the routing commission certificates of health of participants were not submitted. Dyatlov told us that all participants are healthy, trained, and on the basis of Dyatlov's assurance the route was approved.
According to the list submitted to the commission, the equipment of the group met all requirements.
After the statement, Woodpeckens filled 3 copies. protocol, of which 1 copy. he gave the commission, 2 nd copy. - handed over to the city committee for physical culture and sports comrade Ufimtsev, from which he received a route book, and the third copy of the protocol and a copy of the route book Diatlov had to transfer to the sports club UPI and on the basis of these documents he had the right to receive equipment and money. As it turned out later, Dyatlov did not transfer these documents to the UPI, and the Chairman of the UPI Gordo Sports Club, without these documents, allowed to receive equipment and money.
Without a protocol and a copy of the route book, Gordo could not control the movement of the group.
As the group of Dyatlov had to go through the route of difficulty category III, according to the instruction, this group was to pass for 16 days 350 km, of which 8 days in a sparsely populated area and at least 6 overnights in the field. During this time the group, including the group of Dyatlov, was to pass at least 100 km without settlements. Since there is no group of settlements in the way, the group was supposed to give telegrams to the city committee for physical culture and sports

Radio walkie-talkie groups are not issued and this is not provided at all. Also physically, groups can not have walkie-talkies, because a radio with a radius of action of not less than 150 km weighs at least 32 kg. Besides, short-wave radios are not allowed. If there was a walkie-talkie, then you need to set watch for receiving transmissions, there are no schedules.
Thus, the preparation, equipment and organization of the campaign corresponded (at the end of this word of correction - note) to all the requirements in order for a normal campaign to pass.
